On Tuesday, January 17th, police in California responded to a report of a woman being held against her will by a man, later identified as Richard Frio, who was possibly armed.

The incident occurred in southwest Bakersfield, and police have released video footage showing parts of the nearly seven-hour standoff that ensued. In the footage, a woman can be seen leaving the house followed by Frio opening fire with a rifle from inside.

Officers returned fire, and Frio continued shooting at officers, hitting several homes and injuring a bystander. At 3:46 am, Frio was taken into custody without injury from the officers' gunfire. The involved officers, Sgt. John Rodrigues, Officer Riley Ludeke, and Officer Issak Beltran, have been placed on paid administrative leave during the investigation.

Bakersfield Police are investigating the use of force to ensure compliance with the law and department policy. The video has no licence restrictions.
