Footage shows the trawlers crossing the churning waters to reach Jose Panganiban town in Camarines Norte province amid heavy rain on April 12.
The tropical depression named locally as 'Amang' made landfall in the archipelago's Catanduanes province on April 11 evening.
As of April 13, the National Disaster Risk Reduction and Management Council said around 275 people in the Bicol region have been evacuated from their homes.
State weather bureau Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said Amang was moving northwest, warning of possible landslides and flash floods.
It is expected to weaken into a low pressure area by today, the agency added.
