The filmer later wrote online: “Typhoon Chan-Hom is currently approaching the northern coast of Taiwan close to Taipei on its way to Hong Kong and mainland China. This time lapse footage reveals a muted rush-hour in the Taiwanese capital amid the torrential rain, only taxis and the occasional brave scooter braving the storm. The Taiwanese Central Weather Bureau has today closed schools and offices in affected regions advising of 'extremely heavy rainfall' (above 130mm within 24 hours). By the coast in nearby Taitung waves of 6m have been reported. Gusts approaching 9 on the Beaufort Scale (up to 88.1 kph) are anticipated.”
