A raging river passes under a bridge in Surigao Del Sur province, the Philippines, this morning (December 20) as Tropical Depression Vicky killed at least eight people in the country.

Storm Vicky battered several provinces in the southern Philippines with flash floods and landslides on Friday (Dec 18) forcing mass evacuations, with more than 10,000 people forced to flee their homes.

The storm made landfall in Davao Oriental, but the weather state bureau said Vicky continued to dump heavy rain until Sunday (Dec 20).

Regional Civil Defence Officer Francis Joseph Reyes said the floods were waist-deep in 14 towns across Cagayan Valley, in the northeast of the main Luzon island. He said the rain had been intensified by a northeast monsoon, causing severe floods.
